Depends what you do if all you do is play PUBG/CSGO then get a 240hz monitor as that's what is out 144Hz is old came out in 2010, 480Hz will be out soon. 4k TV's are cheaper than the monitor counterparts they also have much higher quality with True HDR10 etc while the monitors have fake HDR - Get a 4k TV for playing some games and media consumption/editing etc, 4k 120Hz TV's are out next year with the new HDMI standard. https://www.richersounds.com/tv-projectors/samsung-tvs/samsung-ue40mu6400.html Good 4k TV low input lag etc. Remember you will need a beefy PC to drive the FPS to get the benefit of a higher Hz monitor/Res in the first place.
