Official Combat Rework Preview

I think this will happen: Atm if you`re 60 attack and 99 strength, you can get 99 range with out gaining combat levels. With the update if you are 99 str, 99 range, 99 mage you can get 99 defence with out gaining combat levels. This means the death of pures and pure clans.

But take a look how pure clans changed from 1 to 35 def, turmoil, honouring, etc.

Pure Clans will simply have to change their requirements.

And if you think that I don't really care, you are completely right. I do not play RuneScape anymore and decided not to return in near future.
